Onshore Pipeline Regulations and Filing Manuals Update

Phase 2 of the OPR/FM review launched on 17 June 2024. Engagement for this phase was open from June to 31 March 2025. The feedback collected will inform potential improvements to both the OPR and FM as well as any other related guidance and internal processes. Feedback received will be posted 2025.

Based on the feedback gathered, the project team will start drafting the regulatory proposal that will be shared during Phase 3 engagement.

Pipelines have no place in Canada or anywhere. We are in the midst of a climate emergency. And pipelines involve a lot of wildlife destruction and animal testing. Please preserve the trees at this location. Please do not harm animals with this project. Please remove animal testing as part of pollution monitoring when a pipeline is decommissioned. Ireland no longer uses animal testing for effluent.

- CSA Z246.2 (incorporation by reference);
- priorities to be considered within the EM Program;
- consolidation of current regulatory framework requirements within the OPR;
- liaison activities and the continuing education program; and
- the involvement of Indigenous peoples in EM.

- the duty to report and manage contamination;
- reclamation, vegetation management and restoration;
- participation in the development of environmental monitoring programs by Indigenous Peoples;
- environmental protection plans for construction, operations and maintenance activities;
- construction to operation transition plans;
- climate resiliency; and
- inclusion of International Standards Organization (ISO) standards related to environment.

As pipelines and resource extraction activities occur on various forms of Indigenous lands, the CER should aim to be Partnership Accreditation in Indigenous Relations (PAIR) certified.

Any suggestions for improvement regarding these topics are welcome, and in particular, the CER seeks your comments on proposed improvements related to:
- interactions between the management system and other parts of the OPR, such as definitions and programs, and
- the management of contractors providing services and/or products across the pipeline lifecycle.

A general OPR improvement opportunity is to reorganize content to align with the various phases of a pipeline lifecycle (Design, Construct, Operate, Abandon). For example, section 14 Materials could be included in section 9 Design of the Pipeline, and sections 16 Joining and 23 Pressure Testing could be moved under section 18 Construction.

Please ensure that contractors are humane educated on peaceful coexistence with wildlife like bears and coyotes. They get disturbed by construction. Please ask that they don’t use lethal “pest” control. Contractors should be respectful of animals.
