Co-development of an Indigenous Collaborative Mechanism

The Canada Energy Regulator (CER) is committed to a renewed relationship with Indigenous Peoples based on the recognition of rights, respect, co-operation and partnership. This initiative provides an opportunity for Indigenous communities and the CER to co-develop a collaborative mechanism relating to pipeline compliance and oversight of the NOVA Gas Transmission Ltd. system (NGTL System).

Continuing to advance the shared path to Reconciliation this initiative builds on the steps the CER has taken over the past few years to enhance Indigenous Peoples’ involvement in compliance and oversight and seeks to establish a cooperative way forward, in partnership with Indigenous communities.

What could governance and structure for a CER-Indigenous mechanism look like?

What could a mechanism do? How would collaboration work? What resources are needed?

    • Who should be part of this collaboration process? Who should be members of the mechanism?
    • What should it do? What should it NOT do? What activities is it responsible for? What problem does it solve? What work does it do?
    • Where should it be? Place-based? System wide?
    • When should it meet? Annually? Quarterly?
    • Why is a mechanism of this nature needed? Purpose and mandate? Goals?
    • How could it be implemented?
    • Other suggestions?

What questions should we be asking but haven't yet asked? If you were designing this mechanism, what would you do?
