Orphan Pipelines Initiative (OPI)

The purpose of the Orphan Pipelines Initiative (OPI) is to develop and implement a set of processes and procedures for the identification, monitoring, designation, and abandonment of orphan pipelines under the CER Act. This includes identifying funding sources for pipelines that are designated as orphan and have a shortfall in abandonment funds for site reclamation and ongoing monitoring.

Recommendations

  • Contract with consultants on an ongoing basis
  • Create a mechanism to provide actual numbers to the ACE and SAMCOM review processes
  • Revise the orphan pipeline instructions to reflect learnings from the abandonment activities undertaken
  • Support participating in companies’ insolvency proceedings
  • Explore options beyond companies’ abandonment funding and court proceedings to pay for potential shortfalls in abandonment funding
  • Pursue legislative reforms or other tools to prevent dormant site and accumulation and require proactive remediation of historic contamination

  • Manage activities relating to the assessment and abandonment of orphan pipelines, including the designation of pipelines
