CER Safety Advisories

Safety Advisories (SA) are issued to inform the oil and gas industry of an identified safety or environmental concern with the goal of preventing the occurrence of related incidents. While SAs are not enforceable in the same way that an Order is, the CER expects that regulated companies will refer to the SA and take appropriate action based on it to manage any potential impacts to people or the environment. SAs are posted to our website so all interested parties can have access to the information that they need.

The CER often receives questions from industry about the SAs. We have therefore created a space to post the questions with our answers. All questions submitted will be anonymous and may be edited for clarity. Please submit or read questions by clicking the Q&A tab below.

  • Safety Advisory SA 2020-01 – Failures at girth weld areas on newly constructed high strength pipe

    As a proactive measure the Canada Energy Regulator (CER) is issuing Safety Advisory SA 2020-01 (Girth Weld Area Strain-Induced Failures: Pipeline Design, Construction, and Operation Considerations) to all its regulated companies regarding an issue related to modern high strength steel pipes joined by certain weld types. The CER is not aware of any incidents of this type occurring on CER-regulated pipelines. In fact, no such incidents appear to have occurred in Canada. Examination of actual welding practices does not indicate an immediate risk to the public or the environment. However, it is the CER’s duty as Canada’s national regulator to act upon information related to the safety of our regulated infrastructure.
